Technická i sociální podpora, zájem o vzdělání, komunikaci, psolupráci.
Omezení byrokracie, mnohdy zbytečně složitých postupů. Omezení počtu ŘD, přičemž některé si protiřečí a jsou vydány jen jako "alibi".
