Jedná se o úřad a ten je povinen zpracovávat agendu státem přenesené působnosti, tím pádem dodržovat zákony a vyhlášky. Zpracovávanou agendu je tak potřeba řešit v daných termínech a podle stanovených pravidel. Stejně tak úkony prováděné v samostatné působnosti musí být prováděny podle zákona o krajích a s péčí řádného hospodáře se svěřenými veřejnými prostředky.
